In the past, earlier versions of these essays were included in the Intellectual Freedom Manual itself. In the ninth edition, the inclusion of new documents and resources in the manual made it impractical to include the historical information in the main volume. The essays remain important, however. By tracing the creation and revision of official documents on intellectual freedom, the essays provide a record of intellectual freedom concerns that librarians have faced over the last century and the American Library Association’s response to those concerns.
After the establishment of the OIF, the IFC continued to recommend intellectual freedom policies to the ALA Council and to take other steps as necessary to safeguard the rights of library users, libraries, and librarians. It also works closely with the OIF and with other units and offices of the association in matters touching intellectual freedom and censorship. The current Intellectual Freedom Committee consists of nine members and a chair appointed by the ALA president-elect and the Council Committee on Committees.
The IFC emphasized, in congressional testimony and in the media, the principle of open access to publicly available information and the central role of libraries in this society as providers of that access. In the fall of 1989, through a Freedom of Information Act (FOIA) request, ALA obtained documents from the FBI in which 266 individuals, all of whom had in some way criticized the Library Awareness Program, were identified as subjects of FBI index checks. These documents also suggested that the Library Awareness Program covered parts of the country other than New York City alone, as previously claimed by the FBI.
